Core interventions

1. 1Mobilise high-level commitment through Champion engagement with Heads of State, Ministers and key continental and global platforms.
2. 2Strengthen political and peer accountability for RMNCAH and the Three Zeros at national and continental levels.
3. 3Engage women, adolescents and young people, including youth- and community-led organisations, through advocacy, strategic communication and accountability, including on health, nutrition, wellbeing and harmful practices.

Continental Accountability & Evidence for Action

PurposeMake performance visible and turn evidence into action

Core interventions

1. 1Operationalise the Continental RMNCAH Scorecard and Dashboard using validated Member State data.
2. 2Generate periodic continental report on the causes and drivers of mortality to inform political and programme decisions.
3. 3Convene the Continental Forum of Directors of RMNCAH and PHC to review performance, strengthen scorecard use and identify best practices.

Status: Data collection for the Continental Report on the Causes and Drivers of Maternal Mortality has been completed across all 55 Member States. Following regional validation workshops in Kenya and Benin, further analysis is underway to finalise the report and disseminate it at Champion-led platforms.

Recognition & African-Led Innovation

Core interventions

1. 1Recognise leadership and measurable results through the AU RMNCAH Prize and recognition of national, subnational, frontline and community achievements.
2. 2Identify and validate promising African-led innovations for wider application.
3. 3Promote replication through mentorship, peer learning and South–South exchange.

2.1

Integrated RMNCAH Investment, Financing & Partner Alignment

PurposeTurn national priorities into implementation-ready, financed and accountable delivery commitments and align resources behind them

Core interventions

1. 1Support Member States to strengthen implementation-ready Integrated RMNCAH Investment Cases linking priorities to costed national and subnational actions, service readiness and financing requirements.
2. 2Use the RMNCAH Financing Accelerator to map resources, identify gaps and align domestic and external financing and technical assistance.
3. 3Track commitments, allocations, releases, disbursements and expenditure against agreed results.

2.2

RMNCAH Product Security, Procurement & African Manufacturing

PurposeEnsure reliable and sustainable access to priority medicines, vaccines and other lifesaving products

Core interventions

1. 1Strengthen forecasting, quantification, procurement and supply chains for priority RMNCAH products, including essential nutrition commodities, with focus on availability at the point of care.
2. 2Use pooled procurement, demand aggregation and price intelligence where appropriate to improve affordability and supply reliability.
3. 3Advance sustainable African supply through quality assurance, regulatory convergence, market shaping and local manufacturing.

Primary Health Care Digitalisation

PurposeUse digital solutions to improve RMNCAH delivery, continuity of care and decision-making

Core interventions

1. 1Digitalise priority RMNCAH services, including pregnancy and child tracking, immunisation, referral and follow-up.
2. 2Strengthen interoperable, nationally governed information systems and timely data use while protecting privacy, security and national ownership.
3. 3Scale effective African digital solutions that are sustainable, interoperable and aligned with national digital strategies.

3.1

Country Scale-Up of High-Impact RMNCAH Interventions & Innovations

PurposeSupport countries to scale proven interventions across the continuum of care and advance the Three Zeros

Core interventions

1. 1Scale integrated reproductive, maternal, adolescent and youth-responsive interventions, including SRH and family planning, prevention of early and unintended pregnancy, adolescent and maternal nutrition, quality ANC, malaria services, skilled childbirth and EmONC with functional referral.
2. 2Scale essential and emergency newborn care, postnatal care, breastfeeding and appropriate complementary feeding, child nutrition, immunisation and zero-dose reach, and prevention and management of major childhood illnesses including pneumonia, diarrhoea and malaria.
3. 3Strengthen community continuity of care through community midwives, CHWs, community- and youth-led organisations and other nationally recognised community platforms.

3.2

RMNCAH Workforce, Retention, Learning & Implementation Capacity

PurposeBuild the people, skills and African learning systems required to implement and sustain high-impact RMNCAH interventions

Core interventions

1. 1Identify and address priority RMNCAH workforce gaps in planning, availability, equitable deployment, motivation, retention, supportive supervision and performance, with particular attention to high-burden, underserved and hard-to-reach settings.
2. 2Strengthen specialist, mid-level and community capacity through targeted training, mentorship, scholarships and fellowships in priority RMNCAH competencies.
3. 3Institutionalise South–South learning through the proposed African RMNCAH Centre of Excellence in Tanzania, including leadership development, implementation research and country exchange.
