The Continental Scorecard
Two numbers for every African Union Member State: the Maternal Mortality Ratio and the Neonatal Mortality Rate. These are the UN estimates reproduced in Appendices B1 and B2 of the Roadmap — real figures, published with their sources.
Country figures are the UN MMEIG (2025) and UN IGME (2025) estimates carried in the Roadmap. Tanzania’s MMR is the 2022 TDHS-MIS figure, as the Roadmap itself footnotes it. The Sahrawi Arab Democratic Republic has no comparable UN estimate and is shown as such rather than left blank.

The political view
The Presidential RMNCAH Scorecard
Seven indicators giving the Champion and Heads of State a concise view of mortality, safe childbirth, service readiness, immunisation reach and financing. Baselines are validated by Member States during 2026 — this table shows what will be measured, not estimates standing in for it.

Where these numbers come from
MMR is the UN Maternal Mortality Estimation Inter-Agency Group estimate published in Trends in Maternal Mortality 2000–2023 (2025). NMR is the UN Inter-agency Group for Child Mortality Estimation 2025 report, 2024 point estimates. The bands beyond the SDG thresholds are programme-oriented groupings used for Roadmap presentation, not formal UN classifications.
Burden tier and investment-case status are the Africa CDC RMNCAH Division desk review of July 2026 (Appendix E), described there as an indicative working assessment for prioritisation and technical dialogue — not a permanent country ranking.
